COMPLIANCE REVIEW - FEDERAL MOTOR CARRIER SAFETY REGULATIONS
  • Offered at employer's main office.
  • The FMCSR require that all employees be familiar with and comply with the regulations. This is a "mock" audit of the employer's compliance status, designed to determine how the employer would fare if the state or federal agency performed an official audit. As the review is performed, training on the various parts of the regulations will be conducted with the employer safety representative(s).

Subjects covered: Random sample audits of driver qualification files; records of duty status (logs); maintenance and inspection records; alcohol and substance testing; accident records; hazardous materials regulations.
A letter outlining recommendations to achieve compliance will be provided within 5 working days after the review.
Cost: $600 per day.

DEFENSIVE DRIVING (DDC) FOR PROFESSIONAL TRUCK DRIVERS (4 to 6 hours)
  • Offered at OTA classroom or employer's choice of site.
  • Not required by any regulations at this time.
  • This is a formal DDC class that is prepared specifically for an individual motor carrier, using the carrier's history of crashes and material suited to that particular type of freight.

Subjects covered include: Professionalism and pride in truck driving; drug and alcohol awareness; fatigue prevention; backing; turning; management of vehicle speed; overhead and side clearances. An oral test is conducted at the conclusion of the session. A certificate of completion and driver wallet card are provided.
Cost: $50 per driver for OTA members; $100 for non-members.

DRUG AND ALCOHOL AWARENESS FOR SUPERVISORS (2 hours)

  • Offered at OTA classroom or employer's choice of site.
  • Required (one-time requirement) for all supervisors of drivers who are subject to the controlled substance and alcohol testing regulations. Purpose of the training is to prepare supervisors to determine the need for reasonable suspicion drug testing.

Subjects covered: An overview of the drug/alcohol testing rule; responsibilities of the supervisor; symptoms of controlled substance and alcohol use; effects of controlled substance and alcohol use. Certificate of completion is provided.
Cost: $50 per person for OTA members; $100 per person for non-members

HAZARD COMMUNICATION (2 hour)

  • Training must be conducted at the employer's worksite.
  • Required by OSHA as soon as a person begins employment. Refresher required whenever new chemicals are introduced to the workplace; also known as the "Employee Right To Know" training.
  • Purpose of the training is to inform employees of the hazards they may be exposed to by chemicals in the workplace.

Subjects covered: A discussion of the chemicals that are present in the company's work area; emergency response; Material Safety Data Sheets (MSDS) - what they mean and how to use them.
Certificate of completion is provided.
Cost: $300 per session for OTA members; $400 for non-members. There may be some additional travel expense if the session is held beyond a 100-mile radius of Portland.

HAZARDOUS MATERIALS TRANSPORTATION (3 hours)

  • Offered in OTA classroom or at employer's choice of site.
  • Required every 3 years for all employees who are involved in the transportation of hazardous materials. This is primarily for truck drivers, but also includes dock workers and billing clerks.

Subjects covered: The hazardous materials table; shipping papers; placards; labels; driving and attendance rules; loading and storage; emergency response; and, security awareness. This meets the requirement of 49CFR 172.704 (HM-126). Written test is administered. Certificate of completion is provided.
Cost: $50 per person for OTA members; $100 per person for non-members

HOURS OF SERVICE - DRIVER'S DAILY LOGS (2 hours)

  • Offered at OTA classroom or employer's choice of site.
  • There is not a formal requirement for training on this subject. However, drivers are required to know and understand the rules in Part 395 of the Federal Motor Carrier Safety Regulations. Many drivers and supervisors are comfortable with the material from simply reading Part 395 and following the instructions. Others need more assistance to be able to comply.

Subjects covered: History of the regulation and its intent to prevent fatigued drivers; definitions of "on duty" and "off duty" time; maximum driving rules (11 hour, 14 hour, 60 and 70 hour); intrastate exemptions; 100 mile exemption; preparation of the daily log. Certificate of completion is provided.
Cost: $50 per student for OTA members; $100 per student for non-members

MANAGING AND PREVENTING FATIGUE (2 hours)

  • Offered at OTA classroom or at employer's choice of site.
  • Not required by any regulations at this time.
  • The purpose of the class is to help employees to make wise decisions regarding use of their personal off duty time that will enable them to get proper rest before reporting for work.

Subjects covered: Sleep defined, including the various levels of sleep; circadian rhythm (biological clock) and how it affects our ability to remain alert and awake; sleep disorders; nutrition and fitness; avoiding "road rage".
Cost: $50 per student for OTA members; $100 for non-members.

SAFETY COMMITTEES (one hour)

  • Offered at employer's work site.
  • Required by OSHA for every company that is required by law to have a safety committee. (As of January 1, 1998, all employers under the "trucking" class are required to have committees). The OSHA standard states "each member of the safety committee will receive training."

Subjects covered: Safety committee rule; accident investigation; hazard identification. Certificate of completion is provided.
Cost: $300 per session for OTA members; $400 for non-members. (Note: there may be some travel expense if the session is held beyond a 100 mile radius of Portland)

SPECIFIC TRAINING (various topics)
OTA can develop a safety training session on a specific topic at the request of the employer. Based on the initial request, OTA will develop an outline of a suggested curriculum for the employer to approve. Cost of the program will be determined based on the time and materials required to produce the session to the employer's standards.
